Overview

The successful candidate will provide evidence-based analysis and operational context to inform capability development, force design, and mission planning activities related to Australia’s space domain. This role involves close collaboration with Defence stakeholders and demands exceptional written communication skills, as a significant portion of the work will involve producing high-quality, defensible reports, briefs, and technical documentation for senior decision-makers.

Key Responsibilities

  • Conduct operational analysis of space capabilities (e.g., SATCOM, ISR, SDA, PNT, space control) in support of force design and capability acquisition.
  • Produce clear, concise, and well-structured written reports, briefs, and technical documentation for Defence clients and senior decision-makers.
  • Translate complex operational or technical issues into actionable recommendations.
  • Support the development of concepts of operations (CONOPS), campaign plans, and mission threads for space and multi-domain missions.
  • Provide subject matter expertise in operational planning, mission assurance, and joint integration of space effects.
  • Participate in simulation, red-teaming, and war-gaming to test space capability options and operational employment.
  • Collaborate with cross-disciplinary teams of engineers, scientists, and analysts to ensure mission relevance and practicality.

Required Qualifications:

  • Previous experience in military operations or operational planning, preferably with experience in joint operations, space operations, electronic warfare, ISR, communications, or command and control.
  • Demonstrated ability to apply military knowledge to operational planning, capability development, or mission design.
  • Understanding of joint force integration, space operations, or multi-domain operational concepts.
  • Ability to work independently, and as part of a multi-disciplinary team.
  • Proven ability to communicate complex ideas clearly and concisely in written products.
  • Ability to think critically, synthesize large amounts of information, and communicate recommendations clearly for military and government audiences.

Desirable Qualifications:

  • Qualifications in engineering, physics, defence studies, strategic studies, or a related field.
  • Background in systems engineering, operations research, or mission analysis.
  • Familiarity with space systems or effects integration (e.g., C4ISR, EW, SATCOM, SDA, sensors, orbital operations).
  • Experience with software design, modelling and simulation, and tools such as MATLAB, Systems Tool Kit (STK), Python, or other mission analysis platforms.

This role provides strategic leadership across a high-performing team that works closely with federal government clients. The team’s main work includes running or supporting government clients to run major procurements, procurement capability reviews, and advice on improving procurement functions, contract management, and probity advice.

This role requires a strong, dynamic yet inclusive leader who can manage and mentor teams and build team capability. You will oversee the team’s delivery of projects while remaining hands-on with complex procurement and contract work with government clients and internal teams. The Practice Lead works closely with and is supported by three Team Leads, and collaborates with the Legal, Consulting and Defence & Analytics Practice Leads to meet the needs of the business. 

As the National Lead for the team, you will have a significant role in business development. Success depends on leveraging networks, spotting opportunities, and overseeing tenders and quotes (including pricing). Strong government and industry relationships, commercial judgment, and financial acumen are essential.

As the National Lead – Commercial, you will be a key contributor, champion, and advocate for the SPA Australia Business Plan. You will set the strategic vision for the Commercial practice, champion excellence, and ensure SPA remains the first-choice advisor for procurement, contracts, probity, and commercial solutions.

A strategic mindset, combined with clear thinking and effective communication is required to set the vision for the Commercial Practice, establishing standards of excellence and upholding SPA’s values and ways of working.

Key Responsibilities: 

  • Lead the Commercial practice strategy development and execution to support organisational objectives.

  • Collaborate with other Practice Leads and the Managing Director to maximise opportunities and staffing utilisation.

  • Drive business development initiatives, leveraging networks to strengthen client relationships and grow the practice.

  • Build and nurture external relationships, engaging in client issue management for best outcomes.

  • Oversee/lead/deliver complex procurements, across all phases of the procurement including planning, tendering, evaluation, contract negotiation, supplier transition, and ongoing contract management.

  • Oversee/lead/deliver drafting, reviews, negotiations, and management of commercial contracts, ensuring compliance and alignment with procurement rules and guidelines.

  • Provide expert commercial guidance on complex business transactions and procurement matters to team members and clients, alike.

  • Lead high-level negotiations on behalf of clients.

  • Drive continuous improvement in procurement processes, contract lifecycle management, and commercial frameworks.

  • Oversee a team of approximately 25 staff including ~3 Team Leads, and oversee staff performance management, salary and promotions reviews, hiring and departure decisions.

Required Experience: 

  • 15+ years’ experience in Commercial work with Government clients including contracting, procurement, governance, and probity.

  • Extensive experience in government sourcing, procurement strategy, commercial model development, and end-to-end management of complex procurements, including tenders, evaluations, negotiations, and ongoing contract oversight.

  • Proven track record in identifying, targeting and converting job opportunities in line with the practice plan.

  • Proven track record delivering commercial advisory services across multiple client and programs, including ICT and Defence, as an advisory consultant.

  • Experience leading commercial advisory teams, including mentoring and capability building.

  • Strong client engagement and relationship management skills.

  • Current NV2 Australian security clearance, or current NV1 and ability to obtain and maintain an NV2 clearance to delivery client work.

  • Bachelor’s degree in law, business, commerce, finance, accounting, supply chain management or other relevant qualification.

Key responsibilities

  • Manage stakeholders and maintain high-quality project documentation to support successful client and project outcomes

  • Apply expertise in cost modelling, financial analysis, and commercial advisory within Defence or comparable complex environments

The Director will lead multiple concurrent workstreams—often under tight timelines—while rapidly assimilating new information, technologies, and concepts. The role requires the ability to anticipate emerging analytical needs, balance immediate customer priorities, and consistently deliver rigorous, defensible insights that inform senior decision-makers at strategic and operational levels.

This role will suit an experienced defence professional with demonstrated fluency across priority military operations and the enabling capabilities that underpin them. The successful candidate will also play a critical role in business development, leveraging existing networks to identify opportunities, strengthen client relationships, and contribute to the growth of the Defence & Analytics practice.

Key Responsibilities:

  • Provide strategic leadership to cross-functional teams conducting complex analysis across all warfighting domains assessing Australian and adversary military operations, capabilities and capacities.

Required Experience:

  • 15 + years relevant Australia Defence and Australia Federal Government experience in military operations and associated technologies. 
  • Demonstrated expertise in providing one or more warfighting domains, missions, or functional areas to the Australia Defence Force. 
  • Background in capability development, systems engineering, operations or mission analysis. 
  • Proven ability to conduct rigorous research and analysis and form defensible conclusions using available, often incomplete, information. 
  • Strong written and verbal communication skills, producing compelling and clear analytic products and briefings to support senior-leadership decision-making. 
  • Experience leading small teams and projects in support of Australian Defence capabilities, or Australia Federal Government key projects. 
  • Demonstrated ability to apply innovative analytical concepts, quantitative tools, and data visualisation methods to military problem sets and present results to executive-level leaders. 
  • Experience in Australian military operational planning within an operational headquarters or in Australian Defence capability management (including requirements definition, capability documentation, modelling and simulation, or operations research). 
  • International Defence cooperation initiatives experience highly regarded.
  • Current Negative Vetting 2 (NV2) Australian security clearance, or willingness and ability to obtain and maintain one.

Desired Qualifications:

  • Bachelor’s degree in a STEM discipline; or substantial military experience plus an advanced non-technical degree and proven Defence capability acumen (e.g., completion of the Capability Technology Management Program or equivalent).

Procurement Specialist – Commercial Group

Our team is growing, with client work ready to be delivered. We’re in search of a Procurement specialist to join the Commercial Group and support the delivery of key strategic objectives within our client’s environment. Confidence in executing elements of the procurement life cycle is needed, along with strong stakeholder engagement, and understanding of the strategic and operational approach.

Our clients are seeking high level support with complex procurements and commercial activities, especially in ICT or Defence environments. However, our other Federal Government clients also have some high profile and complex programs to deliver – talk to us about what expertise you have and domains you can add value in today, and tomorrow.

Key responsibilities

  • Use your stakeholder management and project documentation skills to achieve successful client outcomes
  • Plan and deliver our clients procurement activities
  • Develop RFx documentation, support evaluations and contract negotiations that demonstrate value for money
  • Support the provision of ‘first line’ probity advice to ensure ethical behaviour during procurement processes
  • Inform and deliver upon project key milestones
  • Work collaboratively to develop performance management methodologies that encourage strong performance
  • Deliver and/or negotiate value-based outcomes for business areas
  • Use contract and vendor management tools; manage risks and issues
  • Be able to demonstrate initiative and a proactive approach in a dynamic environment

To succeed in this role, you will bring:

  • Demonstrated experience in developing procurement documentation in consultation with stakeholders, using either Commonwealth panel arrangements and/or adhering to the Commonwealth Procurement Framework
  • Strong communication skills and demonstrated ability to work collaboratively with a variety of stakeholders
  • Sound ICT knowledge and understanding of procurement enabling programs
  • Cert IV Procurement and Contract Management, or CIPS/PASA membership and learning
  • The ability to lead teams, influence outcomes, mentor others
  • Over 3 years’ experience working within government, consulting, or a professional services environment will be highly regarded.

An Australian Government Security Clearance (Baseline or above) is required. The role is based in Canberra, and work is delivered on-site with clients.

Key responsibilities

  • Use stakeholder management and project documentation skills to achieve successful client outcomes
  • Plan and deliver major procurement projects
  • Develop RFx documentation, support evaluations, and assist with contract negotiations that demonstrate value for money
  • Support the provision of first-line probity advice, governance, and assurance to ensure ethical behaviour throughout procurement processes
  • Deliver and/or negotiate value-based outcomes for business areas
  • Use contract and vendor management tools to ensure compliance and effectively manage risks and issues
  • Demonstrate initiative and a proactive approach in a dynamic environment
  • Support government client projects with financial management, including project budget preparation, actual profit and loss reporting and analysis, and commitment reporting
  • Provide project finance advice and support, acting as the first point of contact for a range of stakeholders
  • Process monthly and year-end project close activities, including account reconciliations, accruals, and adjustment journals
  • Assist with project trend analysis, highlighting key implications and recommended actions.

To succeed in this role, you will bring:

  • Demonstrated experience in developing procurement documentation in consultation with stakeholders, with strong procurement, financial, and project management experience using Commonwealth panel arrangements and/or in accordance with the Commonwealth Procurement Framework
  • Proven governance experience, including adherence to probity, assurance, and risk management requirements
  • Ability to lead end-to-end tender processes, from planning and market engagement through to evaluation and contract award
  • Strong communication skills, with a demonstrated ability to work collaboratively and influence outcomes across a diverse range of stakeholders
  • Sound ICT knowledge, including an understanding of procurement-enabling programs and digital platforms
  • Extensive experience working within government, consulting, or a professional services environment; experience of five years or more will be highly regarded
  • Certificate IV in Procurement and Contract Management
  • A bachelor’s degree in accounting, Finance, Commerce, or Business Administration
  • CPA Australia membership (or eligibility)
  • Experience working with accounting systems and enterprise resource planning (ERP) platforms.
