Senior Advisor
Mitchell is a senior public policy advisor who helps government agencies design and evaluate programs, improve service delivery, and make confident decisions in complex policy environments. He specialises in using data, analytics and user insights to shape policies and programs that deliver measurable value for communities and clients.
Since joining SPA in 2022, Mitchell has worked across the consulting and commercial practice, supporting Commonwealth and state agencies on a wide range of strategic and operational challenges. His recent work includes leading the data analysis for major program evaluations, mapping and optimising end to end business processes, and supporting government agencies to review and deliver high value procurements. Clients value his ability to translate complex information into clear, actionable recommendations and his collaborative, one team approach.
Mitchell brings six years of experience in the Australian Public Service, primarily as a trade analyst at the Department of Agriculture, Fisheries and Forestry. In this role, he provided timely, evidence based advice to senior leaders during periods of significant global disruption, including China’s trade sanctions, the COVID 19 pandemic, and Russia’s invasion of Ukraine. His work supported Ministers and their agencies manage risk, protect key export industries, and identify emerging trade opportunities.
Mitchell is experienced in working with vulnerable populations and regional communities, bringing a genuine commitment to inclusive, community centred policy design. His not for profit work includes co design workshops with the Centre for Applied Policy and Positive Ageing, as well as leading sentiment analysis and engagement activities for Melbourne Farmers Markets. This experience strengthens his ability to listen deeply, engage stakeholders meaningfully, and design solutions that work in practice.
